This site is fun for all ages…but it’s really meant for,like, elementary school kids. It teaches kids about internet safety and stuff like that.
Club Penguin
This site is perfect for all ages,and simple to make a character. You just “waddle” around and talk to people! 
This site is owned by Disney,so it’s obviously completely safe.
